Troubleshooting the ArcGIS License Manager

A common reason why ArcGIS will not run is due to an improperly configured license manager. This document will assist you in determining whether or not your license manager is configured correctly, and if not, how you can correct it.

  1. Click on the start button.
  2. Point to All Programs, then ESRI, then ArcGIS, then License Manager (9.x).
  3. Click on ESRI License Manager Tools.
You should now have the LMTOOLS window open, as shown below:

  1. On the Service/License File tab, click on the "Configuration Using Services" radio button.

If you are unsure of this information, it can be obtained by performing the following actions:
    • Click on the start button.
    • Click on run.
    • Type in "cmd" (without the quotes) and click OK.
    • A black command window should appear. Type "ipconfig /all" (without the quotes) and press the ENTER key.
    • You should see a section entitled Windows IP Configuration, and within that section, your Host name. Additionally, you should see at least one IP Address. Verify that these match the values listed in the License Manager.

  5. Click on the Start/Stop/Reread tab (shown below) and then click on Start Server.

  8. Click on Perform Status Enquiry. The status box should fill up with text. Scroll through it, looking for anything that resembles an error message. If you are in doubt, you may wish to request assistance from the person of whom you received the license file from. At this point, try to launch an ArcGIS application. If you are still encountering problems, please contact your ArcGIS contact.
